* Re-add steps to build MSI installer.

* Fix name of directory from Azure to GHA.

* We have to build the HTML documentation before we can put it in the MSI.

* Install kramdown as a separate step.

* Specify Ruby version.

* Fix name of variable.

* Install the gfm parser too.
