Tzanio 2caa222edf A number of changes to switch the code from LGPL-2.1 to BSD-3: 
- Updated LICENSE, README, CHANGELOG and CONTRIBUTING.md
- Removed COPYRIGHT, added NOTICE
- Updated the headers in all source files, makefiles, etc.

Kenneth Weiss 38a1411891 Upgrades MFEM to Axom/Sidre version 0.2.8 
In this version, the Axom project merged the spio (sidre parallel I/O)
component into sidre.  This simplifies Axom's configuration.

Earlier versions of Axom/Sidre are no longer supported.

Veselin Dobrev b9f44821e2 Replace 'asctoolkit' and 'ATK' with 'Axom'. 
Link with 'axom_utils' instead of 'common'.
