- Updated LICENSE, README, CHANGELOG and CONTRIBUTING.md
- Removed COPYRIGHT, added NOTICE
- Updated the headers in all source files, makefiles, etc.

Add support for X.509 certificates for authentication with secure

sockets (class mfem::socketstream) based on the GnuTLS library.
Support for the currently used OpenPGP keys in GnuTLS has been
deprecated since 3.5.? and is now removed in 3.6.0.

9a4f78ec65
Changed the global ostream to something that looks more like cout/cerr. Updated the code in the general folder to use the new global ostream as an example. Added a global MPIComm to replace MPI_COMM_WORLD.
