Fix an error when building with HIP which may also be causing
...
problems with CUDA.
In OperatorJacobiSmoother, use absolute value of diagonal, if
requested, during setup instead of during action.
A few tweaks in SparseMatrix::Jacobi and SparseMatrix::DiagScale.
For the GitLab CI on Lassen, disable ATS.
