Converted remaining raw pointers in SUNDIALS ex16
...
originally was going to keep the raw pointers in the ConductionOperator to
facilitate comparison with MFEM ex16, but now want to avoid incurring more
technial debt as additional TimeDependentOperator functions are implemented

In the serial SUNDIALS ex16.cpp, add support for implicit SUNDIALS time
...
steppers.
Use one-step mode for the SUNDIALS time steppers - we need to update
the diffusion coefficient at every time step.
Updated the time stepping loop logic to support variable time steps.
