Veselin Dobrev ea0bffa058 Modified the virtual method AbstractSparseMatrix::EliminateZeroRows 
and it implementations in derived classes, to accept an optional
'threshold' parameter.

A number of improvements in the doxygen documentation.

Some other minor tweaks.

Veselin Dobrev 14d552503c Replace calls to ParFiniteElementSpace::Dof_TrueDof_Matrix() with 
calls to ParFiniteElementSpace::GetProlongationMatrix() in places
where only the action of the matrix is required.

In ParNonlinearForm::Mult(), use the parallel prolongation operator
instead of relying on the GroupCommunicator.
